Introduction
The New Jersey Council on Affordable Housing (COAH) considers housing to be affordable if the owner pays no more than 28 percent (30 percent for renters) of gross income on housing costs. Affordable housing programs generally seek to provide low cost housing to lower income households. Qualifying households may earn up to 80 percent of the area’s median income. For a Meadowlands household to qualify, the household’s income must fall below the pertinent income limit as listed below:

Affordable housing is administered by a wide variety of organizations and agencies. Many municipalities have a municipal housing liaison who can direct applicants to affordable housing. Persons interested in applying for affordable housing should contact the applicable municipality. New Jersey’s Housing Resource Center is an online, searchable database of affordable housing in the State.
